Environmental Compliance Manager

We have an immediate opening for a full-time Environmental Compliance Department Manager. We’re looking for a technically-oriented and motivated individual who is ready to serve our business with professionalism, organization and flexibility. This position is responsible for managing a team of environmental professionals, generating work for the company, and representing the company at conferences and tradeshows.

Summary of Responsibilities

  • Generate revenue for the Environmental Compliance Department and ensure that business is profitable through sales and marketing efforts.
  • Support Project Managers in developing project plans, defining roles and responsibilities and the scope of work for each project. Assist in providing company resources needed for successful completion of project work. Function as lead Project Manager for certain key projects and clients for ARS.
  • Act as backup to Project Managers, receiving feedback and arranging and completing necessary work and negotiating contracts.
  • Support staff in client communications and occasionally serve as the primary communication channel for client, including providing status updates, advising clients and making recommendations.
  • Establish and maintain ongoing client relationships with the various parties to anticipate and resolve potential problems.  Participate in site visits.
  • Work with team to track client and contract status and communicate status to appropriate ARS management and employees.
  • Collaborate with the Accounting Department to evaluate project performance and to recommend refinements and improvements of all components of project work and proposals.
  • Develop and facilitate the proposal process including budget and pricing development, proposal writing, contract negotiations, and client presentations.
  • Forecast workforce requirements and ensure staffing is appropriate based on current and future needs.
  • Direct and coordinate activities of personnel. Plan and facilitate the completion of work.  Ensure employees are sufficiently billable and workload balance among employees is appropriate.
  • Perform personnel duties, managing and evaluating work performance.
  • Participate in technical advisory roles to support the entirety of ARS staff, as required.
  • Write professional articles for trade magazines.

Experience & Education

  • Ten years’ experience in environmental compliance, most of which in a consulting capacity.
  • Minimum of a Bachelor’s degree in a technical or scientific discipline, including but not limited to Environmental Studies, Meteorology, Engineering, Math or Physics. An advanced degree is preferred.
  • Working knowledge of Clean Air Act and underlying regulations. Knowledge and understanding of laws and regulations in other disciplines (e.g., Clean Water Act, RCRA, etc.).
  • Position requires travel to client sites or industry events (conferences, tradeshows, etc.).

Database Application Developer

We are hiring a full-time Database Application Developer to join us in our Fort Collins, Colorado office! We are looking for a skilled and motivated individual to join our existing team to design, code, maintain and document custom software to support air quality and image data collection, handling, and presentation, including web sites and desktop applications, from those data.

Summary of Responsibilities

  • Design, develop, test and deploy code (primarily using Microsoft Visual Studio) using both front-end and server-side programming strategies
  • Design and develop web service components for cross-application solutions
  • Write high-quality code to program complete applications on schedule
  • Test, debug, document and install modified and new applications
  • Understand requirements and how they translate to new application features
  • Collaborate with air quality scientists, external web site design contractors, other members of the development team and IT staff to set specifications for new applications
  • Make recommendations concerning the feasibility of revising existing programs or adapting new applications to data processing operations that will most effectively utilize ARS resources
  • Monitor programs for expected performance and respond to errors and emergency problems
  • Maintain up-to-date knowledge of computer operating and cyber security procedures and standards
  • Support, maintain, upgrade and enhance legacy applications and systems
  • Provide end-user support and training as needed
  • Perform other duties as assigned

Experience & Education

  • Minimum BSc/BA in computer science or relevant field and 3 years working experience
  • Excellent understanding of software design and programming principles
  • Experience in designing and building Windows desktop and Web applications
  • Demonstrated ability to code with desktop programming languages such as VB.Net, C#, ASP.Net
  • Solid understanding of database structures, design and ETL, including advanced knowledge of SQL
  • Workplace experience using Oracle and SQL Server
  • Ability to develop with web technologies including HTML/CSS, IIS, JavaScript, AJAX, Node, JQuery, Bootstrap, VUE and a wide variety of external libraries
  • Ability to use NPM, Gulp and other JavaScript toolchains to integrate and update external libraries for feature and security enhancements
  • Experience writing and utilizing Web Services (REST, etc.)
  • Good understanding of the Windows desktop environment
  • Strong written and verbal communication skills

Field Technician

Air Resource Specialists has an immediate opening for a full-time Field Technician. We’re looking for a technically oriented and motivated individual who will work closely with our team of data analysts and client-site operators to oversee the functionality of air monitoring and meteorological instruments.

We are a nationally recognized leader in air quality-related environmental monitoring, modeling, compliance, auditing, analysis, and research. Formed in 1981, our staff has a wide range of expertise and experience and is dedicated to broadening the understanding of air quality science and policy.

While professionally representing the company, the Field Technician is responsible for the following:

Summary of Responsibilities:

  •  Monitor data from collection sites to verify equipment is operational and data is consistent.
  • Educate clients on the functionality of the instrument; provide training and support to site operators to complete tasks.
  • Perform equipment troubleshooting remotely or assist site operators to verify equipment is functioning properly.
  • Perform corrective actions by coordinating with station/site operators. Identify issues by reviewing control charts, data plots, audit results and other data products.
  • Specify, purchase, install and integrate new and updated testing equipment and instruments in a manner consistent with stakeholders’ requirements and safety.
  • Schedule and perform routine maintenance, repairs, audit services, and other client visits, arranging all travel and associated site needs, including instruments, tools, reports and other resources.
  • Engage in laboratory activities, repairing, certifying and servicing instruments.
  • Prepare equipment and all associated materials for scheduled and emergency site visits.
  • Analyze data and create documentation and technical reports for Data Analysis group and other ARS groups upon return from client visits or in preparation for travel.
  • Keep informed on industry news and trends, products, services, relevant information about legacy, existing, and emerging technologies, and the latest scientific and technical developments.

Experience & Education

  • Minimum of 2 years of experience in air monitoring field preferred.
  • Minimum of 2-year Associate’s degree in a technical or scientific discipline, including but not limited to chemistry, physics, engineering, etc. Bachelor’s degree in technical or scientific discipline preferred.

Additional Requirements

  • Must be able to work independently, with little supervision; self-motivated; strong critical thinking and problem-solving skills; good adaptability skills to work in varied conditions.
  • Comfortable using various power tools.
  • Familiarity with TCP/IP Ethernet, serial, cellular and satellite communication preferred.
  • Position requires domestic and occasional global travel – 30-50% of the time. Must have valid passport.
  • Must have valid driver’s license and be able to rent a car.
  • Involves inside/outside work. Outside work can vary from extreme heat to below freezing conditions.
  • Able to climb towers with equipment and at altitude. Heights routinely in excess of 30 feet, occasionally in excess of 100 feet.
  • All specialty licenses & certificates, including tower climbing safety certification and rescue certification, provided by the company upon hire.
  • Projects may require some weekend work and occasionally last up to 2 weeks without a day off.

Our Roles

Our field operations team designs, builds, operates, and audits air quality monitoring stations. This versatile group splits their time between the great outdoors, laboratories, workshops and the office to deliver a variety of air quality and meteorological monitoring services. As our feet on the ground, this group fosters independence, ingenuity and some serious troubleshooting skills to ensure the smooth operation of all ARS’ monitoring projects.

Our data team collects, validates, analyzes and reports meteorological and ambient air quality data. This small and effective group works hand in hand with our field operations team following EPA guidance to pick apart data, examine anomalies, and provide the highest quality defensible data to our clients. This crew is thorough and well-versed in manual and automated validation techniques. In 2010 we even won “The Information Overload” award from the EPA Air Quality System team for the sheer quantity of data we upload to AQS!

Our lab technicians work tirelessly to maintain air quality and communication equipment for ARS and our clients. This adaptable group troubleshoots and repairs gaseous, particulate, meteorological and optical instruments, working closely with our field staff and equipment manufacturers to keep instruments in our networks operating in tip-top condition.

Our quality assurance department, in addition to developing quality assurance documentation and ensuring NIST-traceability for all calibration standards, functions independently to complete performance, TSA, PEP and NPAP audits at air quality and meteorological monitoring sites. This team is dedicated to the details, upholding strict protocols set forth by EPA, PSD and SLAMS guidance.

Our environmental compliance group aids clients with regulatory analysis and interpretation of the Clean Air and Clean Water Acts, and other federal, state and local regulations. This dynamic team offers dispersion modeling and NEPA planning, Greenhouse Gas services, preparation of permit applications, stationary & mobile source analysis, emissions inventories and air compliance auditing. This group works closely with clients to ensure clarity in the complicated world of environmental compliance.

Our office team consists of accounting, administrative, IT and management staff. This group works together to support staff, clients, business and project operations. Every member of this team assumes versatile roles, making each individual pivotal to the success of our company.
